State-federal legislation news and updates from NCSL.
June 2, 2026

Happening this week: NCSL’s Policy Review Week is underway, providing lawmakers and staff the opportunity to review standing committee policy directives and resolutions in advance of the Legislative Summit. The EPA launches a $1 billion cleanup initiative to help states remove per- and polyfluoroalkyl substances from drinking water. And on Capitol Hill, a House subcommittee advances a bill maintaining $83.3 billion in transportation trust fund spending and shifting $1 billion from a 2021 EV‑charger grant program to Federal Aviation Administration facilities.

Join us for Policy Review Week to ensure NCSL is positioned to advocate at the federal level on policy issues confronting the states. These meetings will cover issues ranging from artificial intelligence, data centers and infrastructure to education and healthcare policy.
Policy Review Week is a series of virtual meetings hosted by NCSL’s standing committees from June 1-5. The meetings provide an opportunity for all legislators and legislative staff to learn about standing committee policy processes and discuss the policy directives and resolutions to be considered at the annual NCSL Business Meeting at the Legislative Summit on July 29 in Chicago. The policy directives and resolutions passed during the business meeting will guide NCSL’s advocacy efforts in Washington, D.C.
EPA Announces Initiative to Combat PFAS in Drinking Water | The nearly $1 billion in new state funding aims to address the contamination of drinking water by per- and polyfluoroalkyl substances. The EPA also issued two proposed rules, one to maintain current national drinking water standards for PFOA and PFOS, and the other to strengthen the standards’ legal durability and practical implementation under the Safe Drinking Water Act.
House Transportation Subcommittee Advances Spending Bill | The House Transportation, Housing and Urban Development subcommittee advanced its fiscal year 2027 spending bill, maintaining mandatory funding for highway and airport trust fund programs at $83.3 billion. The bill includes $4 billion for the FAA’s Facilities and Equipment account, with $1 billion redirected from a 2021 EV charger grant program. However, the proposal also cuts funding for Amtrak, eliminates the Federal-State Partnership for Intercity Passenger Rail program, and reduces support for the Federal Transit Administration.
