WASHINGTON WATCH: WHAT STATES NEED TO KNOW

USDA Announces SNAP Fraud Framework Grants

State agencies may request up to $750,000 to enhance fraud prevention in the Supplemental Nutrition Assistance Program. The Department of Agriculture’s Food and Nutrition Administration announced the availability of up to $5 million in grants to help states implement the SNAP Fraud Framework.

For states, the grants could support investments such as improved data analytics, updated case review processes, technology improvements and staff training. This funding is especially important as states work to bring down payment error rates and absorb other administrative and fiscal changes tied to the SNAP provisions in last year’s One Big Beautiful Bill Act. The grant application closes July 17.

Supreme Court Clarifies Limits on Firearm Restrictions for Drug Users | The court ruled in Hemani v. United States that the federal government’s prosecution of Ali Hemani, a habitual cannabis user who owned a legally purchased firearm, was inconsistent with the Second Amendment. The justices held that based on their decision in New York State Rifle and Pistol Association v. Bruen, courts should uphold restrictions on gun rights only when there is a tradition of such regulations in early U.S. history. The court found there was no analogous tradition in gun regulation and unanimously ruled Hemani’s conviction was unlawful. The ruling does not address whether the government can prosecute drug addicts for having a gun in other circumstances.

The agency, which is part of the Department of Homeland Security, aims to alleviate the labor challenges dairy farmers have faced across the country. The new guidance took effect June 17.
